HiveForum KL Roundtable (Sun 19 OCT 2025): Improving DAO Spending, Accountability & ValuePlan Transparency
During HiveFest 10 in Kuala Lumpur, a group of long-time Hive witnesses, developers, and DHF stakeholders gathered for a round-table discussion on how to make the Value Plan and Hive DAO spending process more efficient and explore ways to limit the outflows from DHF projects as well as encourage vastly improved KPI reporting and expectations from projects that are funded from the DHF.
The discussion focused on DHF stakeholders publishing clear criteria with which they will vote on proposals, focusing on improving reporting standards, and encouraging witnesses and stakeholders to share and collaborate on their own funding principles publicly — all to make the system more predictable, fair, decentralized and provide a practical way to better control outflows from the DHF by increasing reporting expectation, and implementing more stringent requirements on what is funded.
Another area of focus was on creating a more stringent criteria for funding for Value Plan so that spends above a certain threshold have more stringent voting rights, and an understanding that a general cap to individual Value plan spending will be introduced. Above a certain spending limit a 2 out of 3 or a 3 out of 3 voting mechanism was suggested where the 3 voting candidates are rotated after a period of time. It was also suggested that any spends above the Value plan spending limit should be submitted as separate proposals in the DHF.
With these changes, it should be considered that Hive move to a period of relative austerity. The implementations should be monitored to verify that the chain’s new token issuance into the economy reflects this state and adjustments made if outflows from the DHF remain high relative to the size of the economy.
While Hive has programmatically reducing inflation for the rewards pool, the DHF issues HBD into the economy with more social nuance in order to create more reliable, stable payments to funded projects and so is not programmatically reducing over time like the rewards pool. This means that the community itself should carry out its own due diligence to make sure that the release of DHF funds into the economy are inline with the size of the Hive economy. The intent is that the actions documented here create the tools and changes of culture required to make this happen.

Key Topics & Outcomes
1. Publishing Witness & Stakeholder Voting Criteria
One of the strongest action points was a call for large stakeholders and top witnesses to publish their individual DAO-voting criteria for project proposals to meet.
By making their principles public — why they support or reject certain proposals — they help the community understand the rationale behind votes and reduce assumptions about “back-room consensus.” They also vastly increase the threshold of expectation which projects must meet in order to obtain DHF funding.
An example of a Stakeholder's DHF voting criteria might be that they publicly state that if Hive is below a certain market cap (80 Million USD for example), then they will ONLY support DHF proposals below a total spend of X thousand USD per quarter, that report strict quarterly KPI targets which are included in the proposal such as number of users onboarded or number of active users.
Another example may include a minimum total Return on Investment or a that stakeholders will refrain from voting proposals for a minimum time period after a proposal has been be submitted.
This transparency will:
- Set very clear, regular reporting and KPI expectations for all projects seeking funding
- Provide a soft social consensus criteria for limiting DHF outflows
- Allow Hiveans to regularly communicate the progress and achievements of projects wider crypto and investment community
- Encourage more predictable funding expectations for proposers.
- Allow healthy debate and accountability on governance philosophies for funding by community members for both projects and voting stakeholders.
- Allow for stakeholders to collaborate and improve on what they expect from proposals.
- Build additional trust and accountability between voters, proposers, and the broader community.

2. Clear Criteria for ValuePlan Tiers
- Participants agreed that ValuePlan budget releases should be managed by a committee of 3 members with either a 2 out of 3 or a 3 out of 3 (TBC) vote being required to release funding for certain tiers.
- Participants agreed that ValuePlan tiers and spending buckets, each having explicit, published guidelines and clear scopes of work outside of which funding strictly cannot be issued.
- Spending buckets would ensure that funds could roll over to proceeding periods instead of consumption of entire budget each quarter and issuance of new budget request as is presently occurring.
- Smaller grants can be managed by single approval from one of the members (suggested was less than 5k USD)
- Budgets between 5K and 20K should be handled by 3 reviewers (each of whom serve a X year term before rotating out with a new reviewer which is elected by the community
- Larger tiers (> 20K USD) require their own individual proposals to be submitted to the DHF.
- Keyholders don't and should not act as final decision makers
- ValuePlan governance must remain distributed and community sentiment must be monitored so that ValuePlan spending reflects the will of the community.
- A rotation system for reviewers prevents bias and stagnation.
- ValuePlan reviewers need to clearly communicate how and why each spend happens.
- It should be noted that there are expenditures due within ValuePlan and so any down scaling of expenditures should take this into account and happen over a period of weeks/months so as not to result in unpaid obligations in ongoing budgetting.

3. New Reporting Standards & Accountability for All DHF funded projects
Consensus formed around a lightweight but consistent (ideally quarterly) reporting standard for all funded projects:
- Management & accountability plan before funding
- Progress updates per milestone
- Public post-completion report
Goal: professional, KPI driven transparency without bureaucracy.
Action Points
- Witnesses & large stakeholders to publish their own, more specific DAO-voting frameworks for transparency and improvement of reporting and execution standards for projects seeking funding.

- Change the Value plan to a tiered approval process with a 2 out of 3 or a 3 out of 3 approval process for budgets above 5K USD

- Monitor in six weeks to verify if the above steps have improved the quality of, reporting of and assignment of spending via the DHF
- Re-visit in six weeks to assess whether the DHF is significantly contributing to inflation or if it is starting to move towards being a net deflationary factor on the eco-system – decide if further actions should be taken to address inflation.
Closing Thoughts
The KL Roundtable showed that Hive’s governance is maturing. By combining clear spending criteria, public voting principles, and light-weight accountability, Hive’s DHF can evolve to a more transparently coordinated, KPI and results driven model with regular reporting standards which can more easily be used by the community to further market Hive’s achievements.
I will read this again methodically, but my initial impression is that this is a responsible move in the right direction.
There has been some growing perception that some sizeable portion of DHF funding, no matter how well intentioned is itself diluting and decreasing the value of Hive, through excessive outflows.
Almost every Hiver likely supports spending for development and funding meaningful projects, but that funding must be proportionate to the value of Hive, and not at a rate of funding that is unsustainable.
Resolving this issue is one of the top 3 issues I see for Hive's growth, recovery and sustainability.
Some points in response to this post:
Re - Deciding on who gets to be in a position of power in the ValuePlan/DHF (on rotation): Deciding what to fund and what not to fund - for the good of Hive - is not a simple process. Every person has their own experience and understanding of business, technology, psychology, markets, marketing, reporting, science, maths and on and on. It seems like being in a position where an individual can hand out $5k at will is quite a desirable one for many people. How is voting going to take place for this? Stake weighted voting using a new system that doesn't yet exist? Why would the people put so much time into demonstrating capacity for this role, winning an election and putting time into fulfilling the role if they themselves are not compensated? Are they being compensated? Wouldn't a lack of compensation risk increasing the chances of fraud by these people?
Having stakeholders stating their criteria for voting is perhaps a good idea - but how will applicants locate these? There are thousands of stakeholders - how will people know who to examine to find out the key info? Wouldn't this practically require a new website/page just for this info and for applicants to potentially have to reference a large number of accounts? I think this is only practical of there is a way to aggregate the stakeholders' positions for quick reference. e.g. Applicants can see that '30% of the HP support I need for my DHF application can be achieved via stakeholders who say they will vote for proposals that meet my own one's configuration'. This would really require a tool to allow applicants to input the scope of their project and to check in advance. This might also put off applicants if they don't understand that not every stakeholder has provided their voting criteria and that a % of potential DHF voting power cannot be determined in this way.
Most people are not very experienced in measuring KPIs and in many cases they are hard to validate externally. We currently lack consistent engagement measurement systems for onboarded accounts, for example. I have made suggestions to @mcfarhat to include something like this in future updates made by the core team, but for now we got nothing! Standardisation is necessary, which requires a degree of experience in digital marketing that I have never seen any prominent people in Hive demonstrate they possess.
I would expect design and implementation of what is needed here to take maybe 6 weeks and to not really be able to measure anything meaningful from it for a while after that.
This is a big subject and comments could extend over 100 pages, but I'll stop here.
Not a bad idea at all. This could be done in a super simple way, by having a dedicated post and people put comments under it - one criterion/consideration per comment. Stakeholders then vote on the criteria they identify with.
There are pros and cons to all possible designs, I think given the large amounts of money involved, it makes sense to invest at least something into developing a solution that is more specialised to the needs of the situation.
One of the big problems with DHF votes is that the proposer has zero idea whether anyone has even seen their post. They are then left wanting to promote it and risk triggering overly sensitive token holders by daring to try to communicate with them. lol
I think the best possible version I can imagine is one where the UI for proposals includes filters for common parameters (much more than we have currently) and stakeholders voluntarily submit their settings to a shared location to allow aggregation and for proposers to see the current state of the 'dhf market'. That way the system would also know which stakeholders to try to nudge towards voting through notifications etc.
I suspect such ideas are pure fantasy, given the history of the fund - but these are just some off the top of my head :)
I wasn't able to make it this year, but I'll give some brief thoughts. Having clear spending criteria is a good start. However, if something can be attacked, we should look at the best preventive measures possible. I would look into adding a daily cap, something reasonable, that can be adjusted like the APR by the witnesses. Having a cap, ensures there can't be an attack on the DAO where a bad actor tries to drain the DAO. If we had "x" amount as a max possibility a day, something we can all agree on that is reasonable, meaning if it hit that amount, we wouldn't be in bad shape, it seems like a good goal to strive for. This puts at ease any overspending concerns, and ensures the projects that people want funded the most are funded, while adding health competition. Happy to flesh this idea out more, as I know there are nuances to discuss.
We have all the tools code wise already (at base layer), output from DAO is limited (daily), and as a an additional safeguard there's my Proposal #0 (The Return Proposal), that can limit spending for some of the projects, instead of all.
It takes time (weeks/months) for the larger collective of stakeholders to act on changing circumstances by upvoting/downvoting the return proposal. So seems like the attack vector is there. And sometimes the attack comes from ourselves, haha, as we of course want to fund more and more things.

I wanted to ask for your thoughts on privacy shielding on Hive. I've been a big fan of it for years (even though no one else seemed to be), and now it's becoming mainstream.I think HBD on the native chain and liquid Hive should be shielded in an on-chain smart contract (similar to savings) or by default.
Social media and finance only work if people don't reveal how much they hold. In my opinion, this is a key element for the native chain.For Maggi, I think that's needed too—shield everything, from BTC to ETH that's swapped in.
I'm not sure if it should be by default, but at least with a pool.Anyway, I'd love to hear what you think about it.
last time i did ask Blocktrades in a comment ( 2 years or so ago) he said zkshield should be doable on hive but has no priority. Imagine we would have this today.
About time! This is a good step forward. We need to track every project, see who is responsible, and understand what each one brings to the chain. All smaller projects should compete with each other instead of taking things for granted. Consistent discussion about projects will keep the community active and engaged—but we also need to act quickly once decisions are made. Hopefully, this will bring positive change, because we’re not in a position to keep spending money left, right, and centre.
By the way, how are we running elections for those 3 people? I hope it wasn’t decided at round table, because that would immediately create another problem. Hopefully, there’s a proper solution for this. Are we going to have elections for it?

It's great to see that there was a round table about these hot topics during the HiveFest! I hope it will become a regular thing for the future events, too... While I do appreciate the recap, it would be even better if these roundtables were recorded and published, just to keep the transparency image of our chain alive... 🙂
With the recent crypto dump that showed how things can change rapidly, it's crucial to "resize" our spending depending on our ecosystem size... We don't want the LUNA scenario happening on HIVE...

I appreciate this start to what I hope reins in what I have been forced to conclude was little more than strip mining the DHF by reigning stakeholders whose control of governance enables them to do so without even negligible oversight and yet less functional opposition to even the most deranged rally car spend.
Public explication of voting principles is utterly without merit, IMHO. Just like the perennial justification of DV's being that folks are free to vote their stake as they see fit, no mechanism exists to restrict or direct anyone's votes on DHF proposals. I can see how that might be useful as propaganda that could gain whales supporters if they can come up with the right back story, but it's without utility in deploying DHF funding to develop Hive, or hold Valueplan to account. It's PR, and nothing else.
What a bunch of amateur crap!
That isn't even GAAP (generally accepted accounting procedures), which is the bog standard of every commercial venture, and should be the starting point of any professional enterprise. There have been credible allegations of fraud, detailed mechanisms for kickbacks even on chain, and when confronted regarding providing receipts that could disprove frauds occurred both GP and LB flatly refused. LB practically had a stroke, screeching dire imprecations and ad hominems like getting caught with his hand in the cookie jar was contrary to the laws of physics. That's all on chain BTW.
Absent competent and thorough accounting, ya'll are all but begging law enforcement to crawl up Hive's ass with a microscope.
Every mom and pop shop on the corner uses double entry bookkeeping. Every bank demands business plans using it before lending a dime. NO PROFESSIONAL commercial entity in the world doesn't use it. Until every DHF proposal is held to that Kindergarten standard, none will be beyond the standards of a lemonade stand run by little kids. A bookkeeper is not an expensive position. Valueplan is blowing $M's on losing rally races while funding half of Venezuela's economy, and a part time bookkeeper is less money than ONE RACE it's spending for. A couple bookkeepers could easily account for every spend the DHF makes, and produce professional reports that make fraud and kickbacks impossible - or at least require clever thieves.
As to spending the DHF, the mission for which it was dedicated was clear: develop and grow Hive, and not much of the $M's from the DHF has been spent on anything even approaching achieving that mission. It is the library of content on Hive and our creators that are our marketing department, and instead of providing incentive to market Hive to them, the ruling junta of stakeholders has conversely strongly suppressed the creation of a library of content here and continues to drive creators from the platform to cement whales' continuous possession of a bare majority of stake. That's how Sun Yuchen rules Steem at his sole option, and it's the same thing here, just by committee.
I continue to demand a commitment to using GAAP for any DHF proposal that gets my vote, and recommend everyone does the same: vote only the Return Proposal until and unless DHF proposals commit to and use simple double entry bookkeeping to ensure fraud, and kickbacks to voters for proposals, aren't the real reason behind worthless schemes that produce zero growth or benefit to the platform.
Growing Hive is simple: reward creators for content they accumulate on Hive to attract people that want to view content (FFS make that content searchable! Maybe even fund a token to make that content evergreen on the second layer so people promote it). Make each individual operation in Valueplan submit it's own proposal. Lumping them together is contrary to the purpose of the proposal system. Quit flagging and fulfill Hive's promise to be censorship resistant. Zeroing out rewards is censorship just as much as double tapping to the back of the head. That's why Canada froze the accounts of the Freedom Convoy, and why that ended the protest. Quit hoarding a majority of the stake to prevent actual community governance. Concentration of stake is how Sun Yuchen gained sole possession of Steem, or did you forget?
Spend the DHF on development (fix Hive.blog BTW. If we include any non-YouTube videos the whole post is blank on Hive.blog. Maybe ask Peakd how they got it to work?). Support programs like the Stewards of Gondor that was tested some years ago, where modest delegations - not even spending stake at all - were provided a few dozen organic curators that upvoted content they liked. A weasel or two were discovered circle jerking and upvoting their bots, and their delegations were withdrawn quickly and without loss of more than a couple soda pops' worth of upvotes. The vast majority of the Stewards did exactly what was intended, and had salutary effect on creators and content. Maybe defund HW and fund Stewards of Gondor with that money (although that would be >10x what was merely delegated to the Stewards). That will grow Hive. That prospect is why more than 1M users onboarded Steem - and then were driven off the platform when demonetized by HW's. The failure of that content library to accumulate and those creators to be rewarded is why there's only about 5k organic Hive users today. Fix that (before Blurt! surpasses us on Coinmarketcap).
Wanna get fancy and enable true community growth of Hive? Have a return proposal for each DHF ask. That way if someone wants $20 to feed a stray cat with the Hive logo growing on it's side, they don't need ~$50M in votes to get over the Return Proposal and make it happen. Also, diminish stake weight per successful proposal supported. Folks that don't vote for every stray cat proposal will conserve the weight of their votes for substantial proposals worthy of support, and folks that vote for every stray cat or rally car will burn off their votes and leave consideration of substantial proposals to serious people. Also, it's just fiscally responsible. There's only so much DHF, and Hive users should only vote their actual stake in that DHF, not be allowed to vote their stake repeatedly on proposals without consequence to their VP.
I'll just hold my breath awaiting such fiscal prudence and principled promotion of the fundamental proposition Hive offers the global social media market (which grew to become the largest sector in global financial markets in ten years - while Hive has lost market share every year). J/K. I'm not suicidal.

What is ola?
The phat Hive wallets didn't come from creating content, but mostly from mining Steem early on, or from milking creators some other way, just like the real wealth from gold rushes didn't come from busting rocks but from selling shovels to miners, running brothels, or towns miners came into out of the cold when their sacks were phat.
Even so, without the mining, no one would have made anything. Social media is today the largest financial sector in global markets, exceeding manufacturing, mining (including petroleum), and defense. It is THE market to be in, and the FAGMANs (Fakebook, Apphell, Goolag, Microshaft, scAmazon, and Netfux) well prove that. However, all the FAGMANs are widely detested for their censorship and egregious data mining, both problems Hive can eliminate for it's users - as could have Steem. The avarice of the whales keeps them sucking ROI via extractive profiteering (none of them have blogs that meaningfully contribute to their stacks, and they are 99% of the downwards price pressure. They only profit when they sell) off the rewards pool, and because they maintain control of Hive governance by maintaining a bare majority of stake they will not risk that ROI for far greater capital gains they might attain by allowing Hive to grow, because that would risk their control of governance.

I strongly recommend you read about the Stewards of Gondor. That program required no disbursement of funding at all. It was entirely done through modest delegations of ~5k. The Stewards were charged simply with upvoting content they liked, and cheaters that circlejerked or voted their own content (or their bots) were easily and quickly undelegated without substantial financial loss - because they were not given a plug nickel to steal.
It worked great and that is why it was never actually enacted, because it encouraged creators and made them more difficult to flag off the platform. That is exactly what we need to do to improve user retention and grow Hive.
Are you suggesting we should go back to draw funds from the posting rewards pool?

I don't see why the delegations can't come from the DHF. They just need to be converted to Hive first, which at this rate could be a very good buy. Perhaps you might have a look at what the Stewards of Gondor achieved with those delegations, as the content curated was generally high quality, and the creators were suitably encouraged by that curation they'd otherwise not have received.
The point of the delegations isn't to only support content you, or I, like. The Stewards aren't just random draws, but were handpicked by the delegator, whom funded the test of the idea himself. The point of the Stewards was to encourage user retention, and retention of active creators is either what Hive attains or we might as well just sell and bury it now. If your peremptory dismissal of the idea without any investigation of the actual results of the test is your best assessment, I've little use for it.
Look first. Then judge whether leaping is a good idea or not. If you want a Hive in which the only content is personally approved by you, then you might as well join HW and drive everyone else off.

I also think delegation is a very useful tool if utilized correctly. in my start on Steem i won a small delegation for 1 month… in my case that was one of the hooks that kept me here.
It is a common danger to be a victim of groupthink in institutional settings. In order to prevent that it is necessary to include people you don't generally converse with, to seek out and specifically include dissidents, those you disagree with, and particularly those that do not share the viewpoint common to your bubble.
It is notable that in science, every major change has come from outsiders, dissidents, and those that gatekeepers sought to silence. A patent clerk from Germany that barely passed university maths disproved Newton's physics, that had stood for centuries. Perhaps if physicists had courted more dissidents cosmology would have improved centuries prior.
Hive isn't as fundamental as physics. Hive can't last for centuries with the execrable user retention it has now. It should be very obvious that whales do not have the same interests as new users, so the mechanisms and principles they will propose and support won't reflect onboards and their needs. If you want Hive to grow - and unless it grows it will die - I strongly recommend asking users that fled the platform what it would take to get them back. I think I know what you'd learn from asking them, but I'd prefer if ya'll asked 1000 of them and learned it from them.
Someone should have a account wrangle all the small and non whale accounts to just vote as one large whale not sure how much HP that would get to but maybe it could take some control if you had one person voting it based on a few ideas that would make things better for the majority of ppl. Plus it could run a witness and make the money off that to keep growing its influence. We really would just need someone with access to investors with deep pockets to slowly buy up enough hive with many accounts then when they have enough put it together and start doing things a bit differently and holding ppl accountable. Sure. That's a very viable way to pile up stake without revealing it as a single pile. Some of the whales have >10k accounts, or so one of them told me a few years back, and I have no doubt it's true, since they get free account tokens as a result of their stake. All they have to do is claim them as they accrue. So, they carefully manage their majority of stake to prevent such a plan from succeeding - but any one of them could have a stroke or decide they have had enough and suddenly part with their stake.
The whales have to sell, and generally do so programmatically, or at least that's how they can pull down a steady income from their >90% of the inflation produced by the rewards pool. By flagging off accounts that threaten to keep increasing stake, they prevent their stake weignt from being diluted. By these means they have continually maintained >50% of stake on the platform since it was created, and still manage to sell enough Hive regularly to enjoy comfortable incomes they can spend in fiat.
I agree. I've spoken extensively on the matter since before Hive existed - but I don't have 50.01% of the stake on the platform, and I can't unilaterally elect witnesses that will run that code. The current ~36 whales (it's usually around that number) that do maintain >50% of the stake on the platform make sure DV's are available to them as a tool to maintain that bare majority of stake, and therefore governance of this pure plutocracy. The Golden Rule on Hive is they that have the gold rule.
The neat thing is that most of the whales mined Steem to get their stakes, ran bidbots during that fiasco, write the code, or scratch each other's backs as consensus witnesses and have since Steem was mined. Only one I know of purchased their stake with fiat (although on Steem the only whale that matters did), and none of them blogged their way to riches.
There have been several forks of Steem, before and after Hive, such as Golos, Whaleshares, and the latest is Blurt!, which has no downvotes. It has other mechanics and no DHF. It's a different platform culturally, and a sizable number there are disgruntled Hive users that came to realize one way or another that DV's are taxes and taxes are theft, usually as a result of being taxed 100% of their earnings on Hive, as I mentioned is an essential strategy of the governing oligarchy above.
I haven't found a perfect fork, and enjoy many of the community on Hive. I'm not here to make money, but for the free speech, so I'm no threat to the whales, and perhaps they are enamored of my charm and good looks, so I have been tolerated for the most part. There's a lot of good people on Blurt! also, but I have been on Hive from the beginning and look forward to being here at the end too.
If you put your devious scheme into practice, you might keep those factors in mind, because with some luck, diligence, and hard work you could succeed. I hope you do. I would love to see Hive freed from the straitjacket of avarice that perennially prevents it's growth and rise to dominate the social media market it has potential to do.
So have I been on it since steem and before just a different account. I can understand caring not a fig for Hive politics. However, social media has emerged from nothing and become the largest sector in global financial markets in ~10 years. This reveals that Hive, were it not kneecapped by avarice, has the potential to command that market, and that enables Hive to change the politics of the world. All the functions of voluntarist government are inherent to Hive. From proposing policies, discussing them, voting to support them, and providing funding to put them into practice, all are potential to Hive users - were it not for DV's, which enable substantial stake to destroy what they do not wish to do themselves.
That is worth caring about, at least to me.
im on hive still bc i play splinterlands and own a small piece of the company as a investor as well which is why i followed over and received a good amount in hive in the fork originally and will be blogging about a few things here promoting a investment group im starting at some point that will be for US residents and only be funded by doing bank bonuses which sounds ridiculous until you realize there are like 20k worth that ppl can do just by moving there paycheck around which also plops 20k in my account as well so anyone who does them all and joins the investment LLC which will have a main goal of creating cash flow and growth from digital assets and real estate syndications as well as eventually directly owned real estate. The group will be structured to allow for 50% of cash flow to be distributed and 50% to be reinvested so it always grows with the purpose of creating generational wealth or starting to do so as it forces ppl to keep money growing and its much easier when its money that you get pretty much for doing very little. On average you make about 300 a hour doing it and can do it while watching tv. If people decide to put the money in the group I will incentivize them with a 10-20% bonus since i would receive the same as all the people doing it so if 100 ppl did 20k worth in a year that would produce 2 million over the 100 ppl plus 2 m for me less the bonuses that would be given out to incentive joining the group or people can just keep there cash and I keep my share of it. Been meaning to do this for a few years just have not been able to due to health issue but now im almost ready to go for it and i know there is plenty of interest once ppl wrap there head around it bc i went out and talked to ppl a lot of them before and once they understood what i was saying it clicked. Plus going after clubs like college investment clubs will be prime candidates as they will be interested plus always have a new class coming in so it will be always bringing in new people for the first time each year and once I get one which will be my old investment club likely the rest will fall bc once ppl see it works and see others doing it and making x they will want to get in on that to. I appreciate your considered reply. I realize that not all development projects are possible to fund. This is the purpose of the DHF proposal system, to enable the Hive community of stakeholders to select from among them which to fund.
Regarding #3, simply accompany each DHF funding proposal with a return proposal specific to it. This enables those that support the proposal to vote for it, and those that oppose the proposal to vote against it. Only, as the blanket return proposal works now, when the votes for a proposal exceed the stake voting it's return proposal, does the proposal succeed and gain funding from the DHF.
I would further like to see that the stake disbursed to successful proposals reduces the weight of the stake of those that voted for it in future DHF proposals, as I (probably poorly) explained towards the end of my rant. Valueplan has poorly performed supporting smaller proposals, and is considered by the majority of voters in a recent poll I have seen to be supporting the rally car contrary to popular disapproval. It is precisely to prevent such institutions as Valueplan arbitrarily spending the DHF that the proposal system was created.
Valueplan is the only funded proposal I am aware of that has credible claims of fraud and kickbacks to voters for funding Valueplan alleged, and these claims were made on chain so are presently able to be seen today. Further I have personally pointed out these claims of fraud to Valueplan principals and strongly suggested they provide receipts to disprove that fraud occurred, and was met with disingenuous BS instead of proof, and a flat refusal to provide such receipts then, or ever.
Valueplan is exemplary of what needs to stop being done with DHF funds. Such arbitrary disbursements of funds all but beg for fraud. I have vehemently and publicly stated these things before on Valueplan proposals, and I have attracted copious comment both from others demanding accountability, and those insisting on unaccountable expenditure of DHF funds. It is difficult for me to understand how you could have failed to note these comments, or my prior insistence on GAAP. While I am of little import, my comments have generated fervent discussion on Valueplan funding proposals, and a variety of blogs besides my own, that would be difficult to ignore.
Frankly, I am amazed that GAAP hasn't always been required for DHF funding. I am unaware of any other grant source that would seriously consider proposals that neglected it. Double entry bookkeeping is millennia old, and is standard business practice for very sound, well known, and long established reasons, and every business I have ever worked for has used it. It is inexcusable that it hasn't been part of every DHF proposal heretofore, and shocking that there aren't more claims of fraud and kickbacks arising from the resultant complete lack of accountability.
I hope that all DHF proposals even considered for DHF funding from now on are required to account for their expenditures of the funds received from the Hive DHF using GAAP.

Yes. The blanket proposal is too high a barrier for modest asks, and has proved insufficient to prevent Valueplan from becoming a hemorrhage of Hive most users would not support. Perhaps if it had it's own return proposal rather than the blanket proposal #0, the return proposal system would function better.
Also, when we vote for content, our VP dissipates. New content always arises (so far) so our VP recharges. The same should happen with voting for proposals, except there is only one DHF and our VP should dissipate by how much funding the DHF disburses on successful proposals we vote for. It should only recharge by the amount the DHF recharges.

It's a great first step. Thank you for taking it. Hive needs to reduce expenses and increase revenue.
Id disagree with this. It should be 3 reviewers for everything. Even if its 500 dollars. Much simpler to implement and manage. Many proposals are split into smaller amounts and you could technically split even the large VP payments into smaller chunks. So you can probably see how that could create problems. In theory you could split all funding into sub 5000 HBD payments and completely avoid needing the majority 3/3 approval.
From 0-20k should be 3 people signing off.
This also could create issues if its 2/3. Should be 3/3.
For the rest of the stuff here... I mean you know my position already. I still think people will vote on the DHF what they want to vote. Its basically about dealing with them on a individual basis. Decentralization comes with voters voting how they want to vote. Different values, different ideas of what Hive is. Whatever it might be.
But I am happy with the VP changes. Simple, easy to do, can lead to wanted results.
What if 3/3 approval still exists but funds don't go to an account these 3 people control, instead there is an escrow and the 3 people all sign to release payments after they have vetted things? Makes the whole process more transparent, no?
End Valueplan completely. Let each spend gain support for a proposal. That will better control the fraud that only Valueplan of all the proposals that Hive has funded so far suffers credible allegations of.
All that approval boards crap is simply more vectors for fraud unaccountable to the Hive community, beyond their ability to control by voting for or against with their stake. You are not the Hive community, and Vibes should stand on it's own (frankly, I bet it would), as should every ask Valueplan unaccountably disburses DHF funds on. Three person Soviets to approve or disapprove spends isn't what Hive is about. Hive is about voting our stake ourselves.

If the funded charities Valueplan supports can't get support as standalone proposals - with individual return proposals all they have to counter, and not GTG's #0 blanket return proposal - then we're better off without them.

During past meetups over the summer at several (mainly) EU events (from my side at least) we have been discussing this between one-on-one conversations. The idea to do this meeting is as we were still all one-on-one touching on this subject during HiveFest week, idea arose to meet with 12 or so of us, to share the voices between a larger group. So I do think many care.

It's a start but not near enough.
The heart of the problem is that we see huge amounts of hive hitting the market and driving down the value of the whole eco-system that we have invested in by a few individuals, with limited results and no transparency.
If this were a company instead of a community blockchain, heads would roll at the waste of funds we have seen year on year.
Funding is good but it should be very targeted for a tiny project like hive and it should not be thought of as a constant source of funds. Projects should get nothing without having build at least a minimum viable product and a have a multi year plan showing how they will complete the project and become profitable to repay the eco-system. Funds should be received in stages and withheld if targets are not met.
Development funds are vital but should not be handed out without extremely detailed plans plans, milestones, regular progress reports and that we make sure nobody is working on the same projects wasting more funds.
I do think that visibility at crypto events is one of the good uses of the fund when we have brilliant representatives like crimsonclad that can showcase the benefits of building on hive and have the knowledge and personality to be front and center of our community.
I know that GP is in charge of value plan but somebody needs to be doing this role for all proposals and pushing projects for real plans and gatekeeping the approved funds if strict targets are not met over the period of the proposals.
Nobody is responsible for what are huge sums of money pouring out of our community funds and that is a huge issue.
With all of our talented devs and community members we should not be depending on market sentiment to determine our worth. We should be driving the token value through our own actions.
Content and data are valuable but we have spent years here creating so much but giving it away for free. Leo have built a dex that generates funds and buys their token. They have built cross chain market makers that do the same. Splinterlands have hundreds of thousands of accounts sold to users but what have ecency, peakd, vsc, 3speak, actifit, worldmappin done to generate income after years of funding other than soak up more funds from the pot.
The mentality is wrong here and worse again you have the likes of hivewatchers receiving funding and policing the "Decentralized permissionless chain" getting $95 a day to drive away users and piss of a lot of people who could become part of the eco-system. They have been paid almost 100K as part of their latest proposal. What could have been build for that money that would positively effect the community instead of shrink it??
This is not to be considered as a negative rant as there are so many people putting in so much good work but we need to change the mindset if we want hive to survive and to grow.
Apps need to think like any other business and plan to survive on their own merits and to grow as a business. They can't be funded indefinitely by the chain.
I would also like to see some of the devs here building profitable projects or tools that people in crypto are crying out for. We have the talent working away in blocktrades, keychain, ecency and the community so why not find ways to tap into the wider crypto market, take a cut of the business and bring it back to the fold. If you build things that people want and need they will have to join hive to get them. If you can make a profit doing that it helps everyone.

100 .02 votes for every author on Hive, for one. That would go a long way to encourage new users and improve user retention. Without that, Hive is eventually doomed.
But, those votes could be had without a spend of $100k. They could be had with modest 5k delegations to 20 curators with integrity.
Anyway, spot on. The unaccountability of funded proposals is intolerable, unprofessional, and begging for more fraud.
I'm dissatisfied with the outcome of the discussion. Who is behind this account?
$20K is an arbitrary number and is still a very high threshold. Valueplan should be dissolved IMO as it is acting as the de-facto foundation that it claims to not exist. This poll was just one of the items that were veto'ed and I'm sure we will see similar results on future polls.
Also the DHF funding should gradually transition away from network issuance to being externally funded. This way there will be a clear source of accountability.
However, at the end of the day if the network fails due to this, the whales who voted for the proposals are the ones who will lose the most financially.
I setup the account to publish the results which were discussed. After summarizing the above outcomes, these were shared amongst the participants of the discussion.
About the meeting: General consensus is that people want the best for Hive and move forward. Other ideas coined were to make DHF self sustainable by having it make money and act more as a (low risk) VC fund of some sort. DHF itself imho is built on top of the Hive network, transitioning it would imho be only done as follow: bury DHF (have return proposal as most voted in / top proposal) and setup a Hive VC Fund solely for investing in Hive projects.
Re: arbitrary numbers: yes numbers are. And are up for discussion. But at least it is a hard limiting factor. Are you suggesting other numbers.
You say you are not happy with the outcome: what would you have loved to have seen as results?
The DHF may run as it is without inflows from network issuance. One thing I would change the system is the ability to vote against individual proposals which will do away with the less flexible return proposal that is expiring in 4 years and will cost $3,730 HBD to recreate today. Creating a VC fund (if it isn't just a VSC contract akin to Protocol Guild) means establishing a legal entity that has its own cost overhead to operate and is also a foundation which is bad idea.
Dissolution of valueplan would make these arbitrary numbers irrelevant anyway.

Reading trough the comments, obviously there is a big disatisfaction in the community the way DHF has been managed. Hope we dont stay blind to this, especialy the main stakeholders ....
My personal comment is great that there is a serious discussion about this, but the overall steps proposed just seem to complicated, a lot of IF statements etc... things needs to change fast and efficient, maybe put a pause on all DHF funding untill new procedure in place.

Here's my suggestions for addressing the concerns that I heard at the meeting:
Stop spending with zero oversight.
This one should be quite simple, but if it isn't, what I mean explicitly is this: There should never be blank checks handed out for any project without verification and validation of the work done. Value Plan should be on a multisig wallet and you should need multiple signers to approve any expenditure. There should be receipts or clear documentation of expenses and results. If these things can't be provided, money shouldn't be either. This ties into the next point...
Hire or designate management.
As someone that is currently contracted and employed by a DAO, I may be able to give better insight into this point than most, but pretty much anyone that's managed a business (at least successfully) would be able to confirm the necessity of management. The decentralized nature of HIVE is great and works well, but when it comes to centralized things like Value Plan, it 100% needs some sort of management beyond a volunteer level. If you have 7 figures to hand out to anyone asking with no oversight, and then go over budget every quarter and need more money, clearly there's an issue with budgeting and management of the funds.
You could spend 100k a year on a high performing manager to reign things in, which would easily save you more than that cost from the bridge proposals every time you go over budget, or preferably hire a team of people with specific goals and skillsets, such as project management, marketing and bookkeeping skills. A team would be more viable with a project the size of HIVE and you have a global userbase that could compete/bid for positions. This really requires some level of oversight and management though.
Start earning via protocol owned liquidity.
The cost of hiring people could be offset with properly managed protocol owned liquidity. The SPS DAO recently wrapped HIVE onto 3 chains. You could create LPs on the chains with low fees (0.3%) and high liquidity to allow whales to bypass centralized exchanges. Pay the chain, not the centralized exchanges. Alternatively VSC is supposed to have new pools coming soon too for HBD and pairs. HIVE could have HBD:HIVE pairs with millions of dollars of liquidity there as well. Do both. Do more. Fees generated could cover any management expenses you have while providing jobs and reigning in inflation.
Lower HBD interest rate.
15% for holding a token is not sustainable imo. You're going to run into problems where liquidity pools (which actually add and create value) can't compete with the 15% free money for doing nothing. I've also had several people tell me they won't touch HBD because they think 15% is scammy.

Yea that was one of the first things that came to mind when LB was telling me about the new pools all being based around HBD. It's going to be extremely difficult for any LP to compete with that unless it has high fees and volatile pairs doing serious volume. At some point I think the chain has to decide to lower that HBD APR for its own survival, even if it means short term pain from people dumping it. Arguably having people dump it below a dollar while others are looking to lock up a lot of HBD into long term LPs could balance out. I guess we'll see.

The above fails to take one key fact into consideration: VP is not a budget where people present projects and get bulk sums of money. That's the DHF itself. VP is a budget where Hive community members are asked to join a promotional activity. The element to deliberate is what promotional activities we will undertake in 2026.
I'm against the idea that others have to put in work in order to present quick executive summaries for whomever to vote on. Everyone here is a stakeholder and thus owner of Hive and everyone is responsible for the work of promoting Hive. Neither myself nor any project manager is going to sit there constantly reporting to some small group who are supposedly more righteous than the rest. This isn't Steemit.
A portion of the people replying and being mentioned here put in the hours already and never asked for anything. And a portion of the people replying and being mentioned here asked to be paid. Hive promotion and organization is not a paid job. What it is is a lot of work. Everyone who wants to participate in Hive promotions and in Value Plan in general has always been welcome to. You want to work for the betterment of all of Hive, which you co-own? Come work.
I think the general consensus is that new leadership over VP is what is wanted by the community.
And that this new leadership should be elected.

I hear you buddy but its not that easy. There are several years worth of activities, partners, processes, etc for anyone who replaces me to catch up on. The handover isn't a one day type of thing. Everyone is welcome to step up but they should do this with the understanding that they need to be online every day, know how to manage projects, treat all people equally, work with a lot of different people irrespective of how much they like them or not, negotiate with various conferences, and constantly reject a lot of very highly respected people asking for salaries.
I'm accountable to all of Hive. Not to a few people, not to a couple of stakeholders, to everyone irrespective of where they're from and who they are and what they think. I don't take orders from any single person on this chain.

Not intending to sound or make this whole thing too bureaucratic, but why does the decision making for VP budget allocation needs to be restricted to 3 people?
I just feel the community don't have much, if any at all input into all this. Why can't we have an elected committee for decision making? Only those with over xx stake and been on Hive for more than XX years would be eligible to be elected. Stakes over say 500k would be capped at 500k. That would give the wider community more say in the process.
So many people have voiced their concerns over the VP, yet we hardly see any accountability or update from the budget recipients on the impact their project/promotion has had on Hive.
Spot on — I was about to write the same comment about having a minimum amount of HP. That would confirm that the person on the committee is serious about Hive. Setting a minimum reputation or requiring a few years of experience on Hive would also help ensure that the person truly understands the complexity of the blockchain.

I'm happy to see a discussion started regarding value plan and the DHF in general.
Accountability and reporting
First of all, I believe that all supported projects need accountability and reporting. I don't know any other place where people get financial support without needing to deliver results and a clear financial reporting.
DHF is not value it's inflation
People fail to understand that when the DHF distributes funds it's not real value. We simply increase the circulating supply of HBD and Hive and therefore anything that is paid out is actually financed by all the token holders through dilution of their assets. The more the DHF pays out, the more the sell pressure on Hive increases. If demand for Hive doesn't increase, it will automatically lead to lower hive prices.
Wrong incentives
It seems that once a project is financed by DHF or value plan, this becomes their business model and there is no incentive of creating a finished product and a different business model. The longer the 'construction' of the product last, the longer the funding. It sets wrong incentives.
My suggestion
The DHF damages the Hive economy and I honestly don't have the feeling that many funded projects really add value to the blockchain. It also prevents existing projects from finding other business models.
Therefore, I believe that the DHF shouldn't finance projects, it's purpose should be to strengthen the hive economy. A fund should be created to invest in other blockchains that provide a regular return. This money should then be used to purchase Hive. 40% of this hive should then be burnt, 50% should be used to fund projects. 10% would be used to fund the work of a group of people that are employed by the fund. They would be employed according to their competences. These people would define the criteria to be eligible for funding according to accountability, funding, use for hive and reporting plan. Only projects that are eligible could then be voted for by hive stake owners. If a project doesn't comply with the initial plan or doesn't deliver, the fund can cut the funding on a monthly basis. The employees would document all their work and their decisions in hive posts so that everybody can follow the process.
Why it is different?
We would have a situation where the money distributed is not financed by inflation but by generated value coming from outside. The 'risk' for hive would be smaller and the money distributed would be according to the profits that the fund makes. It wouldn't impact hive inflation and actually be a real tool develop the blockchain.
This is why I am a huge proponent of using DHF funds to seed VSC liquidity pools. It directly brings in returns for the DHF/Hive ecosystem while also increasing the utility of Hive as a whole. It's a win-win solution with little to no downsides (besides investment risk of course in an asset of choice i.e BTC, ETH, etc)
That would be quite a neat solution. The funds would need to be sold only in half to be invested. As long as the pools reward liquidity providers with fees, it would generate a nice return for the Fund and at the same time help Hive as a whole to be integrated with other chains.

If you didn't know I've been getting downvoted for a long time on Hive
They have been trying to bully me with downvotes and words but it doesn't affect me I've been online for over 25 years
So I've dealt with people like this before it's nothing new
But what they are doing is bad Very badi joined steemit like everyone else thinking it offers freedom but I must say steemit offered much more freedom than Hive does
Everyone already knows I only post my own original content I have no need to steal anything from anyone
I've been labelled a lot of things on Hive 😂 by the biggest farmers scammers and downvoters
Actions speak louder than any words do especially when them words are coming from a compolsive liars

I shall endeavor to stay in a positive frame of mind and say I feel a glimmer of hope and optimism that something is afoot to effectuate a change in the way Hive and the DHF operates.
As the psychology field is prone to saying "The first step in solving a problem is ACKNOWLEDGING that there's a problem."
I hope this account @hiveforum will be used as much to ask questions for discussion as to provide updates. In fact, I could wish for an extension into the creation of a "Hive Forum COMMUNITY" where those with ideas who still believe in Hive as having a viable future could share their perspectives for discussion and debate, tightly moderated for relevance, of course.
Perhaps Hive's greatest asset is the community members who still care about this place's future, some after years and years... so draw on that!
Crypto — in general — faces an uphill battle in the sense that almost everybody involved avoids the elephant in the room: We treat the currency/token as the product, rather than the vehicle that drives the product or whatever it is we're doing. It creates this weird vacuum in which business plans, generating revenue and accountability get thrown out the window.
I hope we can — among many other things — figure out what Hive actually is and what it is we're trying to DO here.
