Austrian Economy (literally) idea: Abolish all subsidies and introduce a flat tax of 16% in Austria instead. Good or bad proposal?

Seit der Coronakrise sind in Österreich die Subventionen explodiert und nicht mehr auf das Vorkrisenniveau von 2019 zurückgegangen, während der Staat trotz der Sparpakete das Budgetdefizit von 4-5% und die Inflation nicht mehr in den Griff bekommt.

Noch vor Kurzem hat der Staat sogar in Form von einem "Reparaturbonus" kaputte Handys oder Fahrräder repariert. Dieser Fond ist zur Zeit ausgegangen, soll aber wieder aufgestockt werden, was nur die Spitze des Eisbergs ist.

Insgesamt gibt Österreich im Jahr 2023 37 Milliarden für Förderungen aus, wobei sich die Zahl aus direkten und indirekten Förderungen zusammensetzt.

Direkte Förderungen sind direkte Auszahlungen von Geldern, während indirekte Förderungen (der größere Brocken) Steuererleichterungen und Begünstigungen sind. Zu Letzterem zählt zum Beispiel die Pendlerpauschale oder die Förderung von biogenen Treibstoffen, aber auch der verringerte Steuersatz auf Lebensmittel.

Eine Idee der Agenda Austria ist, anstatt einzelne Förderungen abzuschaffen, was politisch immer schwierig ist, den Spieß umzudrehen, alle Förderungen zu streichen und nur noch Förderungen einzuführen, wenn diese wirklich sinnvoll, sozial treffsicher und begründbar sind.

Mit den eingesparten Förderungen ließe sich laut Agenda Austria nicht nur das Budget sanieren, sondern auch eine Flat-Tax von 16% bis zur SV-Höchstbeitragsgrundlage finanzieren, danach schlagen sie einen progressiven Steuersatz von 50% vor. Insgesamt würde man dadurch weniger Förderungen bekommen, dafür wäre der Faktor Arbeit stark entlastet. Das würde wiederum dem Mittelstand und den arbeitenden Menschen zugutekommen.

Since the coronavirus crisis, subsidies in Austria have skyrocketed and have not returned to their pre-crisis levels of 2019, while the government, despite austerity measures, is no longer able to contain the budget deficit of 4-5% and inflation.

Until recently, the government even repaired broken cell phones and bicycles in the form of a “repair bonus” subsidy. This fund has currently run out, but is set to be replenished, which is only the tip of the iceberg.

In total, Austria spent 37 billion on subsidies in 2023, with the figure comprising direct and indirect subsidies.

Direct subsidies are direct payments of money, while indirect subsidies (the larger chunk) are tax breaks and benefits. The latter includes, for example, the commuter allowance or the promotion of biogenic fuels, but also the reduced tax rate on food.

One idea put forward by Agenda Austria is, instead of abolishing individual subsidies, which is always difficult politically, to turn the tables, scrap all subsidies and only introduce subsidies if they are really useful, socially accurate and justifiable.

According to Agenda Austria, the savings from subsidies would not only allow the budget to be restructured, but also finance a flat tax of 16% up to the maximum social security contribution base, after which they propose a progressive tax rate of 50% (Austria currently has a 55% maximum income tax). Overall, this would result in fewer subsidies, but it would greatly reduce the burden on labor. This, in turn, would benefit the middle class and working people.
