If the Stake-based curation is also affected, I think it's a mistake... A user that stakes LEO should be rewarded even if they're not Premium. Even if the amount of the vote is half that of a Premium user or something.

I have been submitting my posts for stake based curation without being voted once. Perhaps it was because I am not a premium user even though I qualify for it.
