The El Salvador government is being extremely dodgy about their future ability to buy Bitcoin, seemingly directly contradicting signed agreements with the IMF.
When confronted with this discrepancy, there's no attempt to explain it, just hand-waving away.
Governments lie, maxis lie, maxi governments lie the most.
