What do you think of Phantom Lady's theory? If it were villain mind control it is very subtle and only targeted at Moon Girl. But, if it's Merlin and Shazam up to shenaningans (or Shazamigans) that would explain why it's only affecting her when she's channeling the wizard's power. Sounds feasible to me.
