My question is , what is Hard Fork anyways?

Well, a Hard Fork is an update to the system, (in this case HIVE Blockchain,) that's significant enough to change the system's comparability with itself. A Hard Fork usually introduces big features that changes how the system operates on inside and sometimes even on outside. Basically,HIVE becomes a different Blockchain on technical level.

Now, the Majority of Witnesses have to update to this Fork and if they do, it replaces the old system, if they don't the Hard Fork won't take effect.

In extreme cases, both the old and new systems can exist in Parallel and that's how we get variations like BITCOIN CASH ($BCH) or how HIVE is essentially a Hard Fork of Steemit.
