You need non-doms to stay and invest rather than flee, which is what they are doing now. These people know how to invest and make money; they don't just sit around counting it. In this regard, they produce more money every year that they continue to live in the UK. Any business they have will have to spend on overhead costs and cost of goods sold to produce them the income they seek. If they continue to flee, the UK will have lost the investment capital AND the incomes generated.
