Artist? Those are just how the traffic lights are in the uk lolll honestly I don't know his name. But he is pretty famous for traffic lights lol and I know what do you mean with the horizon. But this is just the raw unedited photo .eheheh

Pierre Vivant created the Traffic Light Tree, a public sculpture located in Poplar, London. The sculpture is eight meters tall and features 75 sets of lights controlled by a computer. Vivant intended the changing light patterns to reflect the activity of the surrounding financial district.
The Traffic Light Tree was installed in 1998 on the site of a plane tree that had been damaged by pollution. Originally located on a roundabout in Canary Wharf, it was moved to a different roundabout near Billingsgate Market in 2014. Some motorists were initially confused by the sculpture, mistaking it for real traffic signals.
