I think this timespan is even longer. Look at the egyptians, the romans, the greeks. Ruling elite class sitting on tons of money while the plebs is starving, has no way to get out of poverty except they go and fight in the army...
It has always been the same. Humans like to be controlled. That is why decentralization is such a hard concept to grasp for most.
