Does your stake value fluctuate based on how many Hivers are active. Do you see a jump when there are not many people curating?

No I think it has to do with the amount of HIVE Power staked on the blockchain. No there is no jump in curation unless someone votes after the 24 hour window when those who have voted beforehand receive extra.
