I think one can be called "a very stubborn man" if he tries to upload unsuccesfuly ( 4-5 times again and again) his 12 second long video clip.

Guess I am stubborn as well, tried to upload a picture 5 times... waited 20 minutes, tried to upload 3 times before giving up. This was yesterday though
It’s honestly frustrating when simple things like a 12-sec SHORT can’t make it through. I feel you! I had to wait over 4 days just to get my premium activated too. Glitches like these can really test our patience. Let’s hope the devs iron these things out soon, especially now when more people want to create and engage.

I had quit uploading shorts long ago because of this. No time to waste.
I can certainly understand your frustration. And your observation about fewer Shorts, it makes sense. It's a pity when good content faces such hurdles.
I stopped uploading shorts facing these problems.
