Does this indicate where people died or the number of citizens of those countries that died? For example, There were 400,000+ U.S. deaths but they mostly happened in Europe. No doubt many U.K. deaths happened in France and Germany, etc.

An estimate 50-85 million died as a result of WW2. Most of those were civilian deaths in the Soviet Union and China.

Ex-Yugoslavia probably had around 900 K, with 1.7 million being the official government number, inflated through creative arithmetic to get as much reparations from West Germany as possible.
