If there was some evil master plan behind this, people would probably never know. Situation like these usually give too many opportunities for incriminating evidence to disappear.

It means it is more of an attack and not just an incident
this means it was intentionally done or they're very connected
That this was intentionally caused, using the excuse of global warming as a way out.
