How could air traffic control be adapted to this development?
Could give then an altitude level and have them conform to the path of the roads below them with the same 'side of the road' conformity as cars and same traffic directions like lights and signs.

Good idea, and personal drones could also have multiple "roads" at different altitudes, would make sense to have drones also in cities if they are not too loud or at least for inter city, state travelling.
