I'll say, it isn't right for children to take their smartphone to school, it's gonna cause alot of distraction while in class

Yeah, it has negative effects too.
As far as me I'm concern, I don't buy the idea of parent getting smart phone for children that are still in secondary school, it's gonna be a big distraction for them, especially if they taking the phone to school,, and even if they will use phone, it's shouldn't be Smart phone that will make them have access to internet.
