Trump can order non-essential parts of the government to suspend operations. Trump can direct the Treasury to continue Social Security and other essential payments.
Federal courts cannot force Congress to approve funding, so courts won't compel a funding vote. In the meantime the president can operate only the minimum government functions needed.
That scenario could persist for the next three years: Congress approves no budget or funding and the president keeps only essential government operations running

It's happening 'cause Congress couldn't agree on a new budget by the deadline. Funding expired, so federal agencies might close, leaving workers unpaid and services disrupted. Pretty messy situation this time around
