I suppose it's because of the mere instinct of survival, and because of the fact that, as all the other people on the site do, they see that they don't get any kind of sanction, so people feel motivated to do the same.

And they're causing harm, because when the electric company decides to take action, they're going to sanction all those people who are using those illegal connections.
