It strikes me that it is a spirit that comes out to look for the head, maybe I lack knowledge, but a spirit doesn't need anything, it is a spirit, well, they are stories, but I can't help but be drawn to imagining this scene

I think the Headless horseman is none other than Mr Abraham Van Brunt in disguise. He is jealous of his rival Ichabod Crane and murdering the unwary school teacher was his plan to have Katrina and her father's wealth all to himself. The Legend of the Headless horseman is but a cover story to keep the curious and suspicious very well away.
