By issuing them all to Null
1B was the old hard cap. This was just a random number. Actual inflation was controlled by the rewards pool
Now that there is 0 inflation, there is 0 need for the ability to mint LEO. So by minting all outstanding LEO up to the hardcap, we've made it physically impossible to mint
