I don't know what's going with these sculpted hedges, but I think they could be considered a work of art. The sculptures consists of humanoid and animal figures.
Unfortunately, the image doesn't do it justice because it lacks 3D depth.
Even the ones on the sidewalk have been given a haircut
This is another angle.
I can even see a lion statue in that place. If you ever wanted to know what eccentric millionaires do with their money, now you know.

And then there's the work it takes to keep all of that nicely cut and shaped, plus the 3D feel. It's amazing!
There was another side with more sculpted hedges, so it is a big landscaping project and likely requires a lot of maintenance, as you mentioned. It's an intriguing work.
It reminded me of a very old movie.... I think it was called Young Scissorhands.
Here it was called Edward Scissorhands. Great movie!
