I am confident this chaos is intentional. The CIA created the cartels, the USG has continually funded, armed, and trained them in order to enable the CIA to traffick drugs in the USA to destabilize the populace and maintain them in highly vulnerable condition to control by arbitrary application of prohibition by armed gangs, er... Police.
