Its true, you can read about it on @khaleelkazi blogs about LEO 2.0.
But I just recommend you to buy Premium with HBD and not $LEO, since the LEO rail have had some issues.

My question is: is 100% of it going to authors and curators?
Given that there's the Leo delegation initiative to @leo.voter and possibly some other things I'm not aware of, I'm just trying to figure out how the revenue is split.
I recommend you read about it in @khaleelkazi's posts to understand how it works. There is no Inflation rewards in LEO anymore, its all buyback based.
