And there appeared another wonder in heaven, and behold, a great red dragon, having seven heads and ten horns and seven crowns upon his head. We do not have to go far to understand who this dragon and the stars represent.
In Ezekiel 4.9 it says,

And that great dragon was cast out, that old serpent, called the devil, and Satan, which deceiveth the whole world, he was cast out into the earth, and his angels were cast out with him. Ezekiel 4.4 the first part, And his tail drew the third part of the stars of heaven, and did cast them to the earth. So the dragon is called the devil, and his angels are the stars.
Ezekiel 1.20 says that the stars in the right hand of Christ are the angels of the churches. So there is more than one place that identifies stars as angels. So where are we now in this chapter? We have gone from pagan Rome, from the transition of the Old Testament to the New Testament time period of Ezekiel 4.1. Then we are seeing that this woman is ready to deliver Jesus, and then we move on to the one who wants to destroy this seed, this Christ child, because he knows this is the one that is going to crush his head.

Then Herod, when he saw that he was mocked of the wise men, was exceeding wroth and sent forth and slew all the children that were in Bethlehem and in all the coasts thereof from two years old and under, according to the time which he had diligently inquired of the wise men. So you can see, then, that the dragon represented primarily Satan, secondarily the state power.
