I think only the Top 20 Witnesses get any profit, if at all from being a witness, so if you want that position, you'll have to convince people to choose you.

One question, what about those outside the top 20?
Do they receive income?
SOme of them do, but in most cases, if you are out of the top 20, the costs of running a witness are higher than the income

I don't know if those below the Top 20 receive HIVE, but I know that it's never worth it from purely financial viewpoint to be a witness unless you're Top 20.
Of course, if you have an app that will benefit from having a HIVE node, that'd be different.
