The best times to visit are definitely October, November, or March and April. I think it will be cold in December and January, but every other month is warm. The four months I mentioned above will probably be mild. So what you heard is correct. It's actually not a good idea to be there during the summer months, but tourists love it. It's only good for people who love the heat.
