Exodus 10:9-12
The ruler of Mitsraim (Egypt) caved to Moshe (Moses) last week, telling them to go. He was letting the people of Elohim (God) go but then asked, "but, which ones of you will be going?" Today, we get the answer to that question, which will determine the next plague to come, or none.
The verse reads that they would be taking the young, old, sons, daughters, plus the flocks and herds. He told Far'oh (Pharaoh) that they would be having a chag (feast) of YHVH for 'ourselves'. What comes next seems to be a response from the guy that was not invited to the party, along with someone who did not want lose them all. He was probably thinking "hostages", meaning the women and children stay and they will have to come back.
Far'oh did say they could go but only the men. Then he kicked them out of his chambers. Immediately, the Almighty instructed Moshe to stretch out his hand over the land of Mitsraim, over the locust so that the they may come up over the land of Mitsraim. It sounds like Moshe and his hand being raised was what enabled the locusts to come out of their hibernation. It also seems to me that the Creator of heaven and earth is like a father who needs his son to put his hand on the hammer and have a helper's hand in the pounding of that nail. The son has no real muscle going into the swing of the hammer, but he can be proud that he helped. It is not always a small part in the miracles. Look at Noah, not a small job. But man is involved in much of what God does.
We will see how this foolish ruler reacts to what comes next.

Moses said, "We will go with our young and our old. We will go with our sons and daughters and with our flocks and herds, for we must hold a feast to YHVH." But he said to them, "YHVH be with you, if ever I let you and your little ones go! Look, you have some evil purpose in mind. '
No! Go, the men among you, and serve YHVH, for that is what you are asking." And they were driven out from Pharaoh's presence.
Then YHVH said to Moses, "Stretch out your hand over the land of Egypt for the locusts, so that they may come upon the land of Egypt and eat every plant in the land, all that the hail has left."
