That gas cylinder truck, does it replace the gas cylinder with a new filled-one or they do the refilling at the time?

Hello, good morning.
The truck collects the bottle and each bottle is delivered full to its user.
The user is also asked to do maintenance to his cylinder, paint it, put it anticorrosive.
But few people have done it.
When the cylinder is damaged, the user must compare another one, but that happens only due to lack of maintenance.
