I can imagine your frustration with these utility companies and their supposed "watchdogs." In the US we have similar issues with the regulatory agencies being in cahoots with corrupt companies, whether it be in pharma, banking or energy. In many places around the country, there is only one utility company to service the area (no competition) and hardly any real oversight from regulatory agencies. This can be a big problem when they start to act against the best interests of the public. It is very common for the people working in the regulatory agencies to go to work for the companies they were supposed to be regulating after they leave their government position. At least the people are awake to this corruption and the courts seem to be taking a stand against it in SA.
