I had never heard of the Financial Action Task Force before today. That is annoying that SA is on the list, but based on what you mentioned about the state of the government, it doesn't seem so surprising. At least you had a clean record to point to and were able to negotiate them down from $500k (steep!). I am a bit surprised to see Vietnam on this list, but I guess they do still have their struggles with corruption.

We all know corruption is rampant in most countries around the world so there is no country that is squeaky clean. I do think terrorism and what countries are connected to who in forms of friendship is the biggest problem. If SA was not friendly with Iran I am sure they would not be so deep in this mess.
G7 logic: you are either corrupt with us or against us. I wish these governments would just get out of the way of normal people. Its the little guy that almost always feels the greatest weight of these types of regulatory half measures.
This is always the case as we become collateral damage through their decision making.
