There will never be true decentralization, even in web3. Those who control things in web2 and the real world will likely end up controlling things in web3 as well. All those anonymous whales should tell you something.

too true, there is already a big centralized circle of power and abuse by those pretending to be defending decentralization yet only protecting the reward pool for themselves!
This is why I just laugh when people shout decentralization up and down.
