you do emissions or inspection every year in some states/counties. some don't give a fuck. the ones that do only require your check engine light to be off. you could roll in on wagon wheels lol
I guess it does keep shitheaps from getting registered.
But just gives mechanics an excuse to say 'this needs to be done before I will pass you' and you have no option but to pay.
