What does 'running the water' mean?
Electric pump to pump it to a tank on the roof or something so you got better water pressure?
In most places I have been to, the municipal water is already pressurized in the pipe.

Yeah electricity pumps the water, however someone has to put on the water pumper. So basically no one wants to be responsible enough to put on the pumper and they are mostly alarmed when there's no water and the electricity is gone. There's no constant power here, so.
Is this something difficult to do? Or time-consuming? Or is it sheer disinterest or lack of routine from such people that prevents them from doing these tasks? Or maybe they feel it's beneath them and they are entitled for some reason, even though, when no one does it, they suffer too.
It's one of those daily important tasks that one can easily neglect it's sheer important because someone else is doing it. When a task is shared amongst people it's supposed to lessen the burden unfortunately people do not want to lessen the burdens on others simply because of sheer irresponsibility and laziness. So I mostly attribute it to lack of concern and laziness
