When Laws Steal Bread from the Hungry [ENG/URDU]
A Painful Incident at a Busy Intersection
Yesterday, at a busy city intersection, there was a heartbreaking sight. An old rickshaw driver stood with folded hands before a policeman. His rickshaw had been seized by the authorities. The policeman said,
Baba, your rickshaw can no longer operate in this city. According to the new laws, old rickshaws have been banned.
Tears welled up in the old driver’s eyes as he said,
Sir, this rickshaw is my livelihood. I have invested all my life’s savings in it. If it stops running, my six children will starve to death...
But the policeman scolded him harshly, then feeling embarrassed by the gathered crowd, said,
Brother, we didn’t make the law, did we? We are just following government orders and doing our duty.
چوراہے کا دردناک واقعہ
کل شہر کے ایک مصروف چوراہے پر دل دہلا دینے والا منظر تھا، ایک بوڑھا رکشہ ڈرائیور پولیس والے کے سامنے ہاتھ جوڑے کھڑا تھا، اس کا رکشہ سرکار نے ضبط کر لیا تھا، پولیس والا کہہ رہا تھا:
بابا اب تمہارا رکشہ اس شہر میں نہیں چل سکتا، نئے قوانین کے مطابق پرانے رکشے بند ہو چکے ہیں۔
بوڑھے ڈرائیور کی آنکھوں میں آنسو تھے، اس نے کہا:
صاحب یہ رکشہ میری روزی روٹی ہے، میں نے اس پر اپنی ساری زندگی کی کمائی لگائی ہے، اگر یہ چلنا بند ہوا تو میرے چھ بچے بھوکے مر جائیں گے۔۔۔
مگر پولیس والے نے اسے بری طرح جھڑک دیا پھر عوام کا ہجوم دیکھ کر کھسیانا سا ہو کر کہنے لگا:
بھئی قانون ہم نے تو نہیں بنائے ناں۔۔۔؟ ہم تو خود سرکاری احکام کے پابند ہیں اور اپنی ڈیوٹی کر رہے ہیں۔۔۔۔
A Law’s Stroke, Hundreds of Lives Affected
I had also heard that in Karachi, CNG six-seater rickshaws are being banned. They are being stopped on various roads and after some time, they will be completely prohibited. But seeing this incident made me think. How many people must there be whose only source of income is these rickshaws? Then is such a ban with a single stroke of the pen justified?
On one hand, we want to beautify our city and constantly claim to make it peaceful. On the other hand, through a single government order, we are snatching the livelihood of thousands of families and even grabbing the morsel that has reached their throats.
قانون کا ایک جھٹکا، سینکڑوں زندگیاں متاثر
یہ خبر میں نے بھی سنی تھی کہ شہر قائد میں سی این جی چھ سیٹر رکشوں پر پابندی عائد ہو رہی ہے، مختلف سڑکوں پر انہیں جانے سے روک دیا گیا ہے اور کچھ مدت بعد بالکلیہ انہیں بند کر دیا جائے گا، لیکن یہ واقعہ دیکھ کر میں سوچ میں پڑ گیا، ایسے نہ جانے کتنے لوگوں ہوں گے جن کا ذریعہ معاش یہی رکشے ہوں گے تو پھر کیا بیک جنبش قلم یہ پابندی درست ہے۔۔۔؟
ادھر ایک طرف تو ہم اپنے شہر کو خوبصورت بنانا چاہتے ہیں دن رات اسے پرامن بنانے کے دعوے کرتے ہیں، دوسری طرف یوں ایک آرڈر کے ذریعے سے لاکھوں خاندانوں کی روزی روٹی چھین رہے ہیں بلکہ لوگوں کے حلق میں پہنچ جانے والا لقمہ جھپٹ رہے ہیں۔
The Harsh Reality of a Rickshaw Driver’s Life
The truth is that the recent bans on rickshaws have created a storm. Thousands of drivers’ livelihoods are at risk.
But the question is, have we ever tried to understand their struggles?
Have you ever thought about what a rickshaw driver’s life is like?
He wakes up at six in the morning and works till ten at night. Whether it’s heat, cold, rain, or storm, he must go to work.
Certainly, landlords do not drive rickshaws. It is those living below the poverty line who, after much struggle, buy a rickshaw. Even then, it is not fully paid for; they give an advance and pay monthly installments. A large part of their earnings goes toward these payments. If they are driving someone else’s rickshaw, they have to pay daily or weekly rent to the owner, so they must work even harder.
رکشہ ڈرائیور کی زندگی کی حقیقت
سچ تو یہ ہے کہ حالیہ دنوں میں رکشوں پر لگنے والی پابندیوں نے ایک طوفان کھڑا کر دیا ہے، ہزاروں ڈرائیوروں کا روزگار خطرے میں پڑ گیا ہے،
مگر سوال یہ ہے کہ کیا ہم نے کبھی ان ڈرائیوروں کے مسائل کو سمجھنے کی کوشش کی؟
آپ نے کبھی غور کیا ہے کہ ایک رکشہ ڈرائیور کی زندگی کیسی ہوتی ہے؟
وہ صبح چھ بجے اٹھتا ہے، رات 10 بجے تک کام کرتا ہے، گرمی ہو یا سردی، بارش ہو یا طوفان، اسے اپنے کام پر نکلنا ہوتا ہے۔
یقینا لینڈ لارڈ لوگ رکشہ نہیں چلاتے بلکہ یہی خط غربت سے نیچے زندگی گزارنے والے لوگ ہوتے ہیں جو سب سے پہلے تو لاکھ جتن کر کے رکشہ خریدتے ہیں، پھر مکمل خریدا بھی نہیں ہوتا بلکہ ایڈوانس دے کر ماہانہ اس سے کٹوتی کروا رہے ہوتے ہیں، یوں ان کی کمائی کا ایک بڑا حصہ قسطوں میں چلا جاتا ہے اور اگر کسی اور کا رکشہ چلا رہے ہوں تو مالک کو یومیہ یا ہفتہ وار بھاڑا دینا ہوتا ہے اس طرح بھی انہیں ٹھیک ٹھاک محنت کرنی پڑتی ہے۔
Questions the Government Has No Answers For
Now we have imposed a ban on them. Did we give them any alternative? Did we help them buy another vehicle? Did we provide them another job?
No! We simply imposed the ban.
The question arises, are we forcing these drivers to become criminals?
When a man’s livelihood is taken away, when his children cry from hunger, when his wife is sick and he cannot afford treatment, what will he do?
Will he steal?
Will he rob?
Will he fall into wrongdoing?
Remember, a hopeless man never makes good decisions. When a person is desperate, he has no other way.
سوالات جن کے جواب حکومت کے پاس نہیں
اب ہم نے اس پر پابندی لگا دی ہے۔۔۔ کیا ہم نے اسے کوئی متبادل دیا کیا۔۔؟ ہم نے اسے کوئی اور گاڑی خرید کر دی۔۔؟ کیا ہم نے اسے کوئی دوسرا روزگار دیا۔۔؟
نہیں ! ہم نے ٹھک کر کے صرف پابندی لگا دی ہے۔۔۔
سوال یہ پیدا ہوتا ہے کیا ہم ان ڈرائیوروں کو مجبور کر رہے ہیں کہ وہ مجرم بن جائیں۔۔؟
جب ایک آدمی کی روزی روٹی چھن جائے، جب اس کے بچے بھوکے رونے لگے، جب اس کی بیوی بیمار ہو اور علاج کے پیسے نہ ہوں تو پھر وہ کیا کرے گا۔۔؟
کیا وہ چوری کرے گا۔۔؟
کیا وہ ڈاکے ڈالے گا۔۔؟
کیا وہ غلط کاموں میں پڑے گا۔۔؟
یاد رکھیے ایک مایوس آدمی کبھی اچھے فیصلے نہیں کرتا۔ ایک مجبوری انسان کے پاس کوئی دوسرا راستہ نہیں ہوتا۔
Beauty or Cruelty?
The truth is, our rulers want to beautify the city, but they forget that the beauty of a city lies in the prosperity of its people.
Are we beautifying the city by removing old rickshaws, or are we pushing thousands of families toward destruction?
Open your eyes and see. The driver who is driving a rickshaw today, if his rickshaw is taken away tomorrow, will he become a criminal?
Will he become a thief?
Will he become an enemy of society?
Why don’t we understand that eliminating sources of livelihood actually creates opportunities for crime?
خوبصورتی یا ظلم؟
حقیقت تو یہ ہے کہ ہمارے حکمران شہر کو خوبصورت بنانا چاہتے ہیں مگر وہ یہ بھول جاتے ہیں کہ شہر کی خوبصورتی اس کے باشندوں کی خوشحالی میں ہے۔
کیا ہم پرانے رکشے ہٹا کر شہر کو خوبصورت بنا رہے ہیں یا ہم لاکھوں خاندانوں کو تباہی کی طرف دھکیل رہے ہیں۔۔؟
آئیے ذرا آنکھیں کھول کر دیکھیں جو ڈرائیور آج رکشہ چلا رہا تھا اگر کل اس کا رکشہ چھن گیا تو م کیا وہ مجرم بن جائے گا۔۔؟
کیا وہ چور بن جائے گا۔۔؟
کیا وہ سماج دشمن بن جائے گا۔۔؟
ہم کیوں نہیں سمجھتے کہ روزگار کے مواقع ختم کرنا دراصل جرائم کے مواقع پیدا کرنا ہے۔
What Is the Solution?
But is there a solution to this?
Yes, there is! The first step is that we should not impose a one-sided ban.
Second, we should provide financial assistance to help drivers purchase new rickshaws or vehicles permitted by the government.
Third, we should offer them alternative employment opportunities.
Most importantly, we should listen to them, understand their issues, and stand with them.
حل کیا ہے؟
مگر کیا اس کا کوئی حل ہے؟
ضرور ہے! پہلا قدم تو یہ کہ ہم پابندی کو یک طرفہ نہ لگائیں۔
دوسرا یہ کہ ہم ڈرائیوروں کو نیا رکشہ یا ایسی گاڑی خریدنے کے لیے مالی مدد دیں جس کے چلانے کی حکومت کی طرف سے اجازت ہو۔
تیسرا یہ کہ ہم انہیں دوسرے روزگار کے مواقع فراہم کریں۔
سب سے اہم بات ہم ان کی بات سنیں، ہم ان کے مسائل کو سمجھیں، ہم ان کے ساتھ کھڑے ہوں۔
Be the Voice of Rickshaw Drivers
Let us take a pledge today that we will be the voice of these drivers.
We will not only think about the city’s beauty but also about the prosperity of its people, because when the doors of livelihood are closed, the doors of criminal thinking open, and the hands that once earned honestly are forced into crime.

آئیے آج یہ عہد کریں کہ ہم ان ڈرائیوروں کی آواز بنیں گے۔
ہم نہ صرف شہر کی خوبصورتی کے بارے میں سوچیں گے بلکہ شہر کے باشندوں کی خوشحالی کے بارے میں بھی سوچیں گے، کیونکہ جب روزی روٹی کے دروازے بند ہو جاتے ہیں تو مجرمانہ ذہنیت کے دروازے کھل جاتے ہیں اور جو ہاتھ روزی کمانے کے لیے تھے وہ مجبوراً جرم کرنے پر مجبور ہو جاتے ہیں۔

That really stinks! It's wrong to make a law like that without offering a remedy to those impacted by it and need the money to survive. They should offer programs to get newer models rather than just take away some poor old man's way of surviving. Governments all too often forget to care for those who most need it, in the name of progress...
Progress can’t be achieved at the cost of someone’s survival. I remember once I was in a conversation with Spiritsurge (CEO of Surgent Gaming Studio), and we were discussing the high level of abuse by Pakistanis on Hive. You might have noticed that most of the botnet operators from Pakistan have now left Hive and moved to blurt. He was emphasizing compassion and reminding me how the teachings of Islam are rooted in compassion.
Later I stopped being strictly anti-abuse and shifted my focus toward rewarding authors I could trust, almost like my own version of personal KYC. It didn’t mean seeing their faces because even someone with a face can still abuse. It was more about hearing them on voice, reading their comments across different places, and sensing their authenticity.
Anyway, the point is that compassion is something I learned later in life. In the beginning I was very strict. Now as I participate in different communities, I keep compassion as part of my plan and approach.
Sorry for going a bit off-topic
If you ask the government, they probably have their own logical explanations for their actions, but they still lack compassion like I said. I’m sure they can justify their reasoning in some technical or administrative way, but morally it still feels wrong. And yet sometimes I wonder what really is right or wrong. I guess I’m still stuck in that dilemma.

When more people talk about something on social media, it can sometimes trigger a chain reaction...... I like to use for my voice for positive change, not just talking about negativity. Reminds me, maybe I should post this on Reddit Pakistan.... (But what if I get banned? I am not sure what their rules say as it's often a grey area...)

As far as I know very few people choose to be criminal for their own and most of the criminals were made because of situation. Everyone wants to survive and for surviving many choose to be criminal. Expecting a peaceful city where will be criminals is nothing more than a foolishness. It's not possible. And it's not the way of development.

We can also notice this perspective when Pakistan invited Afghan refugees but didn’t track what they were doing, how they were earning, or what they were spending on. This resulted in a large increase in population but not enough job opportunities, and many of them eventually turned to crime in Pakistan.
