We talking magic the gathering here? Or this some new splinterlands lingo?
Splinterlands launched a campaign mode, and it gives some cards that are part of the foundation set. You only get level 1 cards from the campaign, but its an option for people who are not spending cards after the modern mode moved Chaos Legion out of the rotation.

I think that is fine. At least the cards allow people to play without any issues.
