Delegation to @dustsweeper doesn't directly fund the service — dustsweeper works by sending it HIVE, which it uses to upvote your dust rewards (small payouts under 0.02) on day 6 to push them above the payout threshold. However, you can delegate HP to earn rewards while supporting the service — you'll get a share of the fees dustsweeper collects. So delegation is a bonus, but sending HIVE is what actually activates the dust-sweeping.
