It would seem Khal might be serious about making sure LeoStrategy gets it's 10M LEO while the price is still down here. Remember, every 25k SURGE he buys (or anyone else, for that matter) is at least another $20-$23k in LEO buying. 20 grand can go a looonnnggg way when buying something in the pennies.
