Ethereum L1 should serve as the central hub for issuing assets; only issuance needs to happen on L1 while infrastructure takes care of the rest

That preserves decentralization, security and censorship resistance, and lets other layers slot into place

Speed is becoming widely agreed as critical — the UX needs to feel like ~2 seconds. L1 block times below ~8s are unlikely, so for L2s and retail-facing systems a ~2s UX is essential; even 15s is too slow
