How do we overcome the obstacle of citizens not wanting to "be their own bank", nor manage their own private keys?

What are the advantages and disadvantages of the state controlling the seed phrases of its citizens?

It is difficult for me to understand why citizens wouldn't want to be in charge of their own money and make choices about the way it is used, saved, etc.
I feel like people are just too used to giving control and responsibility to someone else. Then when things go wrong they feel like they can blame them.
I don't really see any advantage of the state controlling anything.
