Almost all cryptos with a DAO operate like this, but the incentives in Hive are a little specific. I'll write an article about it during the week.
Could you think of a different approach from the top of your head?

There's many ways to weigh voting. Some have governance tokens, others have the base unit as the voting token.
But the Hive issue is the incentive structure and how that caused whales.
