In Germany a big part of the problem is the over-controlling by the government. Many little villages and even small cities want to be more decentralized, but can't make it through the process of permits and all that bs that is put onto them. Even though the government and the biggest part of society wants that change. Decentralization and allowing it is a key factor in this. Some regulations must exist, of course, but to a manageable extend. Nobody wants to sit in the dark because some kid kicked out the village grid.
