Heavy rain occurs in the city of Jakarta, I often see them using the underpass as a shelter.
This can be found every time it rains they will definitely choose a location to stop on the side of the highway. Their habit causes danger to other road users which makes it unsafe.

The impact of taking shelter under the road turns out to occur on all roads in the city of Jakarta and disrupts traffic flow until congestion occurs.
