Wali Nanggroe and Minister of Home Affairs Discuss the Future of Special Autonomy Funds and Aceh's Development Strategy |

Jakarta – The Wali Nanggroe Aceh, His Excellency Tgk. Malik Mahmud Al-Haythar, met with the Minister of Home Affairs of the Republic of Indonesia, Police General (Ret.) Muhammad Tito Karnavian, on Saturday, July 12, 2025, at the Minister's private residence in Jakarta.

The meeting, which lasted almost three hours, took place in a friendly and familial atmosphere.

The Head of the Cooperation and Public Relations Division of the Wali Nanggroe Institute, Zulfikar Idris, stated that the meeting had been planned for some time but could only be held on this occasion.

"This is an excellent opportunity for a direct discussion," said Wali Nanggroe during the meeting.

A number of strategic issues were discussed during the meeting, particularly regarding the future direction of Aceh's development in the economic, educational, socio-cultural, and regional governance sectors. The Wali Nanggroe emphasized the importance of support from the central government, particularly the Ministry of Home Affairs, to strengthen Aceh's overall development.

"The Special Autonomy Fund (Otsus) disbursed so far has not had a significant impact on economic growth and the welfare of the Acehnese people. Therefore, oversight of the use of the development budget in Aceh needs to be improved," said Tgk. Malik Mahmud.

He added that the Ministry of Home Affairs has the strategic authority to ensure that the budget in the Regional Budget (APBA) is truly used to improve justice and the welfare of the Acehnese people.

Furthermore, the meeting highlighted the important role of the Wali Nanggroe Institution (LWN), established under the mandate of Law Number 11 of 2006 concerning the Governance of Aceh. This institution serves as a unifying force for the Acehnese people and an independent customary authority—not a political or governmental institution.

"This institution needs support, especially financially, to carry out its duties optimally, including maintaining peace in Aceh following the Helsinki MoU," he added.

In response, Home Affairs Minister Tito Karnavian acknowledged that the effectiveness of the Aceh Special Autonomy Fund remains suboptimal. He emphasized the Ministry of Home Affairs' commitment to ensuring the achievement of national and regional development targets.

"Aceh is one of the provinces with a high dependence on transfer funds from the central government. If the Special Autonomy Fund is not extended or managed sustainably, development in Aceh could be significantly impacted," Tito said.

He also recommended that the Wali Nanggroe, the Governor of Aceh, and the Speaker of the Regional People's Representative Council (DPRA) immediately meet with the President of the Republic of Indonesia to discuss the continuation of the Special Autonomy Fund and the future direction of Aceh's development.

Regarding the Wali Nanggroe Institution, the Minister of Home Affairs expressed his full support for strengthening the institution, including plans to restructure several special institutions in Aceh to make them more effective and efficient in carrying out their functions.

The meeting was also attended by several echelon I officials from the Ministry of Home Affairs, including the Secretary General, the Director General of Regional Administration, the Inspector General, and the Director General of Regional Finance.

Meanwhile, the Wali Nanggroe were accompanied by Prof. Dr. H. Syahrizal Abbas, Member of the Tuha Peut Council, Special Staff Dr. Muhammad Raviq, and Head of the Wali Abdullah Hasbullah.

The meeting concluded with a shared lunch and a group photo session.[]
