Aceh Signs Cooperation Agreement with Russia's Ivanovo Region, Here Are the Benefits |

The Wali Nanggroe Aceh Darussalam, His Excellency Tgk. Malik Mahmud Al-Haythar, signed a Memorandum of Understanding (MoU) with the Government of the Ivanovo Region, Russia. This agreement paves the way for strengthening cooperation in various strategic areas, ranging from education, culture, health, economics, investment, innovation, to the development of international congresses and exhibitions.

The signing took place in Vladivostok, the venue for the Eastern Economic Forum (EEF), on Friday, September 5, 2025. A number of high-ranking officials from the Ivanovo Region were in attendance, including Tumanova Yulia Evgenievna, Rodionov Nikita, and Oleg Gorbunov.

The Wali Nanggroe was accompanied by the Honorary Consul of the Republic of Indonesia in Vladivostok, Anton A. Zubko, and the Wali Nanggroe's Special Staff for Diplomacy and Foreign Cooperation, Dr. Mohammad Raviq.

Wali Nanggroe emphasized that this MoU is an initial step towards building a bridge of real collaboration between Aceh and Ivanovo.

"Aceh is open to becoming a strategic partner for Ivanovo and is ready to learn from their strengths, particularly in the fields of education, health, and the textile industry," said Wali Nanggroe, as reported by Zulfikar Idris, Head of Cooperation and Public Relations of Wali Nanggroe, in a written statement.

The signing was carried out by Tumanova Yulia Evgenievna, Director General of the Ivanovo Investment Attraction Agency, and His Excellency Malik Mahmud Al-Haythar, Wali Nanggroe Aceh.

The MoU emphasizes the importance of the principles of equality, mutual benefit, mutual respect, and mutual trust. This agreement also affirms the commitment of both parties to carry out cooperation within the legal framework of both the Russian Federation and the Republic of Indonesia.

Each specific initiative will be followed up through a separate contract or agreement as needed, with implementation flexibility to allow for adaptation to the circumstances of both parties.

"With this MoU, we hope there will be improvements in education and health, as well as added value for Acehnese commodities through technology transfer and quality standards from Ivanovo. Furthermore, this collaboration opens wider market access for Acehnese products in Russia," said Wali Nanggroe.

The Ivanovo Region is known as Russia's largest textile industry center. Located approximately 300 kilometers northeast of Moscow, Ivanovo is often nicknamed the "City of Brides" due to its long history in clothing manufacturing dating back to the 19th century.

In addition to the textile industry, the region also boasts leading universities, a rich cultural heritage, and a thriving tourism sector. This potential is highly relevant to Aceh, which is rich in natural resources, agriculture, tourism, and superior products such as Gayo coffee, spices, and the halal industry.

The Ivanovo Region welcomed the signing and affirmed its determination to follow up with concrete steps. They see Aceh as a potential partner in the Southeast Asian region, particularly in the context of trade and investment.

"We welcome this collaboration and hope it will soon be realized in the form of concrete, mutually beneficial programs," said Tumanova Yulia Evgenievna, Director General of the Ivanovo Investment Attraction Agency.

The memorandum of understanding is effective from the date of signing with no specific time limit, but can be terminated unilaterally with at least one month's notice.[]
