There is no Ethical controlmind (government) but one where all the People consent outright and fully informed to the "authority."  Any who do not consent are not subject to anything an Ethical controlmind does.

Of course...  The unEthical controlminds pay bullies, giving Them costumes to prove They are "official," to harass and arrest Ones who do not consent.

If they were fully informed they wouldn't give consent imo. Nor participate. Hence why they need schools to train mind control the kids into the cult.
