All the plugholes halfway up the walls, so the old dears don't have to bend down too far to plug their TV's in (once they've bought a license, of course). Or more likely so the lazy carers don't have to bend down to plug the hoovers in.
The row of boxes are keysafes, so relatives can get in and find out if their particular crumbly has died off in their sleep if they don't answer the phone. Although it's probably just a case of having their (licensed, of course) TV turned up loud enough to be heard in the next county.

LOL.., makes me laugh so much. Next year that license which all the world laughs at could well be going. It's 'in review' at parliament. Meanwhile the BBC have raised the price again and even less people are committing to buying it.
OK.., in this area of Manchester I would not be surprised if the locals attempted to smash these to get the keys. It's not a nice area.
