This is a newly created account. You know that every newly created account comes with 25 reputation score. It increases when someone gets votes and not only votes, but the wait of the vote and reputation score of the voters also matters. I voted on this account's first and single post with 60% voting power. I mean my voting mana was at 90% and out of that I upvoted with 60% voting wait.
