This whole theory is flawed. Suppose a children had stolen a pen. You saw him but say nothing to him. When he grows up, you slapped him but say nothing. He is now confused, perplexed and have no clue why was he slapped. So, you neither could punish him, nor could reform him. Instead you created a whole lot problems. Here You is God.
