Is it really possible to have a fully decentralized system in anyway?

I have seen that there is no system which have a tendency to become decentralized. In fact, every system tends to become more and more centralized as the time moves ahead. Democracy was once considered a perfect system but it is full of loopholes and injustice. Blockchain based system is also the same. So, is this possible to make such a system at all?

  • Yes, through digital system.
  • Yes, through democracy.
  • It is impossible to achieve.
