The Government is not based on profit-making. The public sector truly serves to provide what mankind needs in life. We have so many free things created by the government.
You are right, the private sector can exclude those who cannot afford their money.

It's something complex, because the best thing would be to have both sides trying to add up, but it's complicated to see this union working, unfortunately we have a lot of power struggles involved, thanks for the comment
